My guess is it's part of a fancy/dazzling lampshade/lantern/ornament (like a star on top of a notChristmas tree)
and the different holes may have had different coloured glass in them. Or it's a weird part of a very specific engineering solution that involved 12 beams meeting in one spot like that.
Or maybe it just had a stick or rope attached and it was a mace-like weapon.
Or maybe it was a magic prison to hold a wicked spirit which has now escaped.
